Yes, to get insignia you must kill the bosses in the quest within 15min. (Make sure to choose insignia as your reward.)

For Paniye, you can clear the dolls at the beginning, go out and take the quest before starting to kill the first boss. That will save a few minutes. Paniye you need a good tanker so that you can lure many mobs at once without dying for the later parts.

Would be good if you can join a party that is already geared up. Maybe ask some of your guildmates or friends Or join when people mega for IDQ. (People call these 15minute quests IDQ, insane daily quests)

Like others mentioned above your best bet in completing these quest is to join experienced/geared players runs. For tankers the least you need is Circus Insane tier gears, your level 75 equip won't have enough defense. For DPS just explore around some trans that can lower boss def to speed up your runs. Just keep trying, practice makes perfect.
