This isn't an easy issue to address, it's not as simple as 'add the item to an existing dungeon boss with xyz% of a drop' or 'get people together and make a raid party to kill 1 of 3 bosses'. Both suggestions are somewhat, dull.
This CQ has been made harder or longer, whichever way you wish to look at it, simply because people cried last time that CQ1 was too easy and as sof pointed out it can be completed in 1-3 days depending on a number of factors. On the other hand the CQ2 can be completed in 5-7 days? depending on a number of factors (I guess the bugs with the recent update has made it a bit trickier). The quest certainly shouldn't take a few months, that is somewhat absurd and will undoubtedly frustrate some of the more 'random' players to the point where they would quit which is not something any of us want, a few weeks to a month is a good length of time.
The 'top guilds' / 'OP people' or whatever names you want to give certainly have the monopoly on the 3 big bosses, the 2 big bears and the grumpy old man. Smaller guilds/randomers cannot compete at the moment and perhaps not for some time, it is harder for randomers to get the parties necessary to take on the bosses because they can't just mega for a group, if they do then there will be a resulting aggro war which they will lose or they'll be annihilated in pvp because they simply cannot compete gear wise or perhaps experience wise.
Xertini mentioned something, 'asking the bigger guilds to take the TS along', obviously this extends to anyone who wishes to get the combo and proceed and it's not a bad idea but at the moment it's not overly realistic, perhaps in a months time once all the members of the 'top guilds' have been sorted then the randomers will get their chance in groups, it is a possibility.
Alls I can say is ask to join the groups that are killing the bosses or wait until interest dies down/the quest is made easier.
